13. What is information warfare and what controls or oversight should be placed on it?

IW consists of two main objectives: (1) Using information to control the war and deceive the opponent, and (2) Disrupting the information and control capabilities of the opponent to reduce its economic and production capabilities. To date, no one has begun the discussion of controlling, limiting, or oversight for IW activities. Within a military context, most uses are probably legitimate. The question nations will ultimately face is how to minimize the collateral impact of these activities. What happens if two countries attack each other and both decide to wipe out the Internet to injure the other? But, destroying the Internet could seriously impact all other nations. At some point, nations need to sit down and discuss rules of engagement for international assets.
